Suggestions are always good but in my opinion I don't think it's needed.
The main purpose of this idea is to improve activity within kingdoms, however the reason why kingdoms are not as active is because the leaders don't plan kingdom activities or events to keep the members active and interested in the kingdom. A good example of active kingdoms are Dustari and the Crescent Pirates as the leaders are planning events and battles to keep the members interested and improve the overall activity of the kingdoms.
