The point of a scrolls is to store spells/prayers for future use w/o any cost at the time of use. I really don't think they're purpose is for immediate use, but rather for preparation.
I actually detest the way scrolls are instant-use, and that you can spam them. This is unrealistic, in an rp sense, and leads to abuse. There should definately be a reading process with a gani, the time taken to read a scroll should vary on it's level and the spell inscribed. I'm sure i suggested something similar in-game, was told it was a nice suggestion
