Sounds possible, not perfect but indeed better than nothing. Amount of kills does indeed show how much time and effort is actually put into player-killing. Which could to some degree tell how good a player is. Although things like resetting k/d and etc are flaws, but still is better than nothing, for team selecting.
If we're going to apply something like that to bounty costs, I propose we combine that with the K/D ratio concept.
As in, until a player hits 750-1000 kills his bounty costs the lowest amount for example sake, we'll say 50$.
When he/she hits 750-1000 kills, the ratio is then taken into account.
1.0 or less = 50$
1.1-1.9 = 75$
2.0-2.9 = 100$
3.0-3.9 = 125$
4.0 or above = 150$
