I would prefer this for the following reason -
If you do location spars first you get the players who play the server out of the way so that those who don't really know the locations can fill in on the summon spars. If you do summon spars first the problem still exists of those who don't know the server not getting a fair shake.
But yes, a set order so people who are relying on the summon spars aren't scrambling for their shot at a random moment.
