It differs from games to games. Some games Events people are the only staff member they have. Though they aren't called ET's, they're just the only ones who can host a event. In Zone's care, Zone somewhat counts ET's as Gp's. And if you're not aware yet, Mike wasn't just ET, he was a admin I believe, so it'd make sense that he has the rights to ban.
