Just drop the 'all ages' thing and be a lot more specific on what is and isn't allowed. At least say "minor cursing is fine, excessive and vulgar cursing is not allowed. Absolutely no nudity. Blood is fine", yada yada. Developers just need to have something to work off of instead of always having to guess if what they're doing is actually allowed.
