"Customer opinion" and "customer rule" are two different ideas altogether. No customer has the right to demand anything ("customer rule") of a business, unless they own stock in it. The business might take in to consideration customer opinion, but it doesn't have to, especially if the opinion is that the people that "operate the business" need to get the hell out.
It would probably be smart to take in to consideration customer opinion on the actual game, though. Just a thought.
