Incorporate a "player-staff" business to act as tow truck drivers. 10 people, in tow trucks, that receive alerts when a car has remained stationary outside of a parking zone for more than whatever. They have to physically tow it. They are not allowed to check whose car it is. The tow truck does not do damage when running people over, nor do they take damage in the tow truck. Tow truck drivers are fired and jailed if they fail to tow vehicles (malpractice). |
