Err if I may. Why not have a storeage house full of house building materials and when someone wants to "build a house". Charge them a price for the materials.
The reason most people don't want to is the fact that it takes so long to mine the stone.
Then you could have another rule stating that they must contribute to the building materials that way its kept up. |
