Auctioning off businesses played a huge role in screwing things up.

It causes players to hoard their money and wait until a business is auctioned...the problem is that out of the 20 people who are saving up for that businesses, only ONE person gets it. So you have a **** load of money in the economy.

I was one of the hoarders, and I didn't spend my money on anything until I finally got a business. I have a feeling that's how things will be if you implement this system.

I had a plan for how to release businesses, it was a little more fair, but it would require a lot more work. [it was also automated]

EDIT: I like the idea of bills like you mentioned, I'm just talking about how to release the business to the public to avoid auctions =S.
