I never said it was BAD, it's just that it's not always preferred by pixel-artists. That doesn't mean it's not capable, though. And of course, this is my opinion. Usually, I use MSpaint along with Photoshop. MSPaint for the workload, and photoshop for small tasks like indexing, color swaps and such.

Line tool? x.x; Use the pencil, hold shift. makes all the lines you need as accurate as possible.
As for the + cursor, turn caps-lock on and the cursor will change to the + cursor, or simply set the + cursor to default in preferences.
