It'd be added to gang or business, doesn't matter. But the fact it's added to ethier system doesn't make it a a gang or business. It's silly to think that. Why should we script a "Government" system or any other system when the gang or business system works fine with the idea? Just because it's placed under the gang system doesnt make it a gang.
