GC and myself had a productive conversation, and this is what we came up with:

We would include his gang-idea -- the one where you form parties that would gradually become a gang, but at a cost and with a limited member count (I think everybody knows what I'm talking about).

However, you can also BUY an island, or 'gang base' for a certain cost, and have it designed by a willing LAT if you choose to do so. Of course, you need to have a high player-count, a lot of cash, and a high activity rate.
