Think about the whole thing first. Why does Ultimate Paint suck for you? Don't you like the features? Can't you work with them? Photoshop won't get you better results because it costs a ****load of money. Keep that in mind.
If you know what's wrong with Ultimate Paint for you, look for a program which would suit your needs, or maybe ask for more help here. Though I agree with Ziro, you should give GIMP and Paint.net a try.
