Automatic as in a bank teller or such. Basically an NPC the player can go to, and a script that will decrypt the PIN number for recovery. No need to go through any staff. I can't think of many other ways to do so because wherever they store the actual PIN number, some staff will be able to access it.

Sure, a staff could just take the encryption from the player and then use a script to decrypt it, but I highly doubt they're going to make individual cards for each player with a PIN number linked to it. So ya, it'd be pretty worthless to steal anyones PIN in that case.
