With never working I also mean that the responsible people never remove they RC even if their staff idle on RC. Not only blaming the idlers here, also the others who would be supposed to do something against it.
Because if one FAQ has RC and the other hasn't they start to fight and you age bugged again and again until you say ok to giving their RC back.
Be strict from the beginning on and you will have less problems.
