Each section of the city (china town little italy etc..) should have a few unique tiles in a designated section in the tileset. Each section of the city should have a unique feel to it. Graphics, tiles and the Gmap in general seem like they are always overlooked as some minor issue. I think the game could be greatly improved if it had more of a REAL and exciting CITY feel to it.
Hire some talented GATs and overhaul the tileset before you put any LATs to work on the new gmap.
