I know this is a really old post to be quoting, but i have to say this is the kind of thinking that brought graal down in the first place, calling other people thieves and finding some way to stop them from using tilesets or graphics.
The fact is, even if someone uses tons of stuff from other servers, they don't have any idea at all on how to put it all together to make a good server that will make it to the classic list, where someone that made all original stuff for their server does make it because their server was not a massive mix of random whatever scattered in for the sake of "oh that looks cool, lets use it" reasons.
