Only Stefan can restore items and I don't think he will give these rights away to someone anyhow.
But I don't think this really matters because in most of the cases there is no need for restoring items. We only restore items (just talking about scamming now) if a bug was abused to scamm someones items. This is the only situation... It happened about a few days ago the last time. Before that it was a year and even more ago something happened that we had to restore items because of scamming.
So yea lets hire someone to wait a year to restore some persons items, waits another year and does it again etc. Go for that!
