It's not it's unlikely he's going to get far, it's that it's unlikely he will attract positive attention from the tough-crowd forums unless he does everything according to what most people on the forums like to see.
And I'm sure there are a few quality developers out there, waiting for something. It may take time, but I'm sure if a playerworld shows it's promise in ideas, it will be called back by promising developers, so I'd say the best thing to do for this guy would be to throw out some quality ideas that will blow the other RPGs away, and he might get something going here.
