It's very difficult to describe, as many disagree on specifically what it means. Basically, to break it down to its simplest level: Think victorian era (architecture style, clothing, etc.) but it's kind of a "hypothetical alternate future". In essence, "what if" in the victorian era, technology far beyond the time period was developed (steam powered trains, cars, robots, anything). It's a really cool genre that mixes the elegance and beauty of the victorian era wtih some awesome gritty technology.. I think this article has some examples you'll most likely recognize:
