Good firewalls blocks everything, doesn't matter what it is with the default configuration. The first allow incoming and also outging connections if you set these up.
Only bad firewalls let everything go outside with the default configuration. For example spybots. A good firewall would never let data send away from your computer but bad ones with allowing everything for output... the spybot sends all informations away.
