If they were mean't to work exlcusively on an NPCserver...then they would have been specified in newfeatures2001.txt that they only worked on an NPCserver...
Just because it says its reserved for upgraded servers does not mean that it needs an npc server. all the new commands introduced in 2.04 work anywhere
but are only allowed to be used on p2p servers...if they are used on a free server, they will be removed
