Quite simply I am trying to say, the system needs to be redone for all armours need to be re-evaluated with their speed caps and how they are slowing people down does not match to realistic armours of the equivalent types.

I agree, most armours should not have a speed cap or less of a speed cap.
Plate Mail of Power has a weight of around 242kg and Mithril Chainmail is only around 22kg it makes you think why you can hold Plate Mail of Power no problem and you can't hold mith without a -2 speed cap.
