It's an alternate dimension. Zalactic Labs split the GCC into the UGCC and the UGCC following an
epic event. There are only girls in the UGCC. UGCC stands for Underground Graal Communication Center (because it's buried deep beneath Santerrain Beach). I think there was something else that used the acronym UGCC too, but I'm pretty sure we aren't allowed to talk about it, so that's not what Crono was referring to.
