If you just want to record voice, Sound Recorder is fine. If you can't find it in the start menu > Program Files > Accessories > Entertainment, then try looking here: C:/Windows/system32/sndrec32.exe

It doesn't give much control over certain aspects of the sound, but it should be alright for what you are trying. Just don't save your WAVE files at too high of a quality, or else they'll take forever for people to download. Try PCM 22,050Khz, 16Bit, Mono.
