Again you can once you join a kingdom and have a house plot. and each kingdom has a harbor for boats but other then that your ship is at risk if you leave it somewhere. Your best off just cutting out this stress and joining a kingdom..lol.
Its easy to learn to rp just ask someone.
Your idea may have some merit to it but will probably get a no as any obstruction in the water can stop you dead and trap you. So while its a good idea its got a huge downfall.
