Of course they are. Why would windows castrate themselves by putting 32-bit built-in programs on their 64-bit OS platform?
The problem is third party software and seeing the benefits of expanding to 64 bit or just working with 32. Its an economic decision. Of course 64 bit is way better ( I don't argue that), but its just not practical right at the moment. Currently, software vendors don't see the benefits (On a cost/benefit analysis) of switching their code base to 64, or working on a 64 bit copy in tandem. When that cost/benefit changes to favor 64 bit, you'll see a lot more support for it.
I myself own a 64 bit processor, but it works just fine in 32 bit emulation with Windows XP. My PhD friend has a 64 bit workstation he uses almost exclusively for wave propagation simulations. His situation requires the 64 bit option, but he is in the minority.
