He's making a server that will obviously improve Graal's scope and probably attract new players, Graal should recognize that and let the server continue development free of charge.
I mean, they give free dev servers to crap like Delteria, so why not give a free dev server to a server that actually has some quality content and new gameplay?

Not entirely true but you could say that servers like
Oasis
Shifting Ages
Graal2210 or something
some other servers had free dev servers and didnt do anything with them.
