An elite team (The Graphics Crew) can just as easily submit awesome new sprite packs and the like to the graphics forums without any kind of permission or whatever. I vote they do it in an effort to be recognized as contributors first, and possibly be considered if there was a need to hire some staff in that area at a later time.
