I define "balance" as so: If something has a noticable strength, then it should have a noticable weakness to "counter" it; or, it could have many smaller weaknesses. Noticable weakness for mortar: Slow classes, ineffective at medium range. Chaingun: Slow classes, has a relatively long start-up time.
Appirces have a large spread, can do up to 36 damage, and are available with the fastest classes. Aprippers are available with scouts, and do 40 damage max with a 20 damage minimum, and have an incredibly fast firing speed. I don't consider them to be balanced at all
