As a global server, it'd need a global staff. Official-style. But you're right; no matter who's in charge, someone'll test the limits, get in trouble, and insist they shouldn't have been punished for only - say - calling people "Wiggers" and "Yazis", as it's not TECHNICALLY the N-word or the Other N-Word.
Ideally, yeah, laid back. Set up a map, make a few quests to get the newbies warmed up, then just take updates as servers constantly retile their own gateways. And/or script it for 'em, like Zokemon said. |
