I found out how to fix it.
When the update got to the final percent of the upgrade process, an Application error occured and I opened my Graal folder:
1) Delete Graal4.exe
2) Rename graal4_temp.exe to Graal4.exe
3) Upgrade complete!
I had to figure it out the hard way but the AcLayers.dll caused the error with the upgrade process as well as starting up. But I still have the problems with the PMs and it suddenly not working after about 20 minutes of playing. I've reduced the lag by using compatability settings. I hope that these things get resolved soon
