Yea, I think it would be a good idea for customizability for the username/password screen and server login screen. Then people could setup websites with cool skins. The more customizability you offer the client, the more fan sites can offer to visitors. It gives fans of the game a reason to make their own fansite, which would increase the amount of webspace covered by the topic of GraalOnline (ie better advertising). That and it would reduce the percentage of webspace covered by hacking tools for Graal Online. People wouldn't be looking for hacking tools as much as they'd be looking for skins, so giving the users more customizability could, in theory, reduce the threat of hacking.

Right now all customizability is being shifted onto the server development population and shifted away from players. There isn't anymore focus on the offline level editor, but even then, the customizability from the level editor is usually for playerhouse submissions (a positive reason to maintain focus), and the products the player makes using the level editor are submitted to be kept on a server. Being able to make a playerhouse doesn't increase the likelihood of a player making a fansite.

Skins would be the opposite because they can be used by several players. I mean, user-made skins to replace state.png would be a good idea (I mean in scripting, not so much the age-old graphic replacing). I would definitely scrap the system that shows the state on Classic to be able to interpret a usermade skin.

All a system like this would need would be an ability to interpret a select set of variables. It would be up to those on the server to enable/disable a state skin, and to choose the variables that it can interpret.
