Try uninstalling or reinstalling Windows Defender, if that doesn't help do the same with .Net or Visual Studio 2005 in case you have that installed. Some libraries in the Windows folders were replacement by Windows Defender with incompatible versions (libraries that are used by Windows, not Graal).
