While a poor example, it still shows how easy it is. You just fade the image, use a line tool in paint, and just cover over the lines. Wow, that's some super hard stuff to do!

If you're telling me that it's hard to do some dithered shading then you're fooling nobody but yourself. Sure, I think the pixeled version looks better. But it's because you took an animated cartoon frame and put more work into it than the actual artists would, as they have to make thousands of frames within a time limit.

The thing that throws me is that you posted it with no intention of telling anyone that it was from an exact picture that you had used for reference.
