It's not unfair. If someones worked to get them RoWs they should be able to keep them until they want to buy something else. For example i'm still 'hoarding' RoWs until I find someone who will sell me a zsoh, I currently have 9 RoWs on my account and i've lent 2 to Paul Dibides so that's 11.
Btw, if anyone is selling a zormite shield of honor i'm paying 7 RoWs and a KJ shield for it
