It is allowed and there is nothing against to say it. It's welcome but people do NOT make reasonable stats. Then staff put reasonable stats on and the people who made the gfx go crazy about it.
Another problem is this "I made the graphic I want a free one with super high stats." (A bit dramatic but it might make it more clear).
