The answer to this thread is that leveling up past level 28 in any skill what-so-ever is now absolutely tedious and boring... except maybe mental. So you would more likely burn out before you reached a high level goal.
Conclusion? You could learn Mandarin Chinese in the time spent leveling to high levels.
Edit: Oh... and don't listen to cutelilmurderer. Inflating your level with agility and personality experience will just make you drop more platinum coins when you can't defend yourself. High mental level is only good if you know how to use it.
