I think it's supposed to be a rendition of an "alter-user" from that anime show S-CRY-ED. (manga=Scryed) Do a google image search and you might know...

I think it's a rendition of that... Or maybe he was trying to copy it exactly.
Whatever the case I think this clears up the problem with what it is.
