Parallax Backgrounds

Does anyone think it'd be possible to allow for the implementation of parallax backgrounds in the future?

What I mean by that is this:

Say that you have a single tile that represents a transparent color in the tileset of the level editor, and an image that you want to be repeated over and over beneath it. (Such as clouds or water.) You would lay down the transparent tiles on different parts of the map, and then have an image selected for that map's background to be repeated over and over. Instead of just blackness being there, there would now be lots of water, lava, clouds, or whatever else you want put there. Catch my drift?

Anyhow, if anyone thinks it's possible, or a good suggestion, let me know.
