I'm assuming he's making a mudlib-type thing. Items have archetypes and are all separate text files. His folder structure is probably something like:
Archetypes/Items/<itemtype>/*.arc
Mudaccounts/<accountname>/Flags.txt
Mudaccounts/<accountname>/Items.txt
Mudaccounts/<accountname>/whateverelse.txt
