Ugh.
RoTs add dex and speed. You get more run speed from both.
RoS adds str, dex, and speed. Str lets you carry more.
If you're wearing RoTs, you have full speed. But if you're carrying heavy items, you can lose a lot of that speed very quickly due to encumberance.
