I tried giving the Mayor of Harmonia the rabbit tooth charm and she does nothing. The Mayor in the Bomb trading house is the one that needs the earrings, along with a couple of other people. I believe this is the only way that you
can get earrings, and if the Harmonia mayor is bugged, well..
