It wouldnt try and stop them... but it would make it so servers that wanted the ability do to that can. IE: putnpc enabled or something like that... commands that might be dangerous can be enabled if the manager things its okay.
If a dangerous script gets created.. maybe the GST can get off their butts and find it and have the staff remove it. But dont disable features just because it MIGHT be used in a bad way.
