Why don't you do a server based off the concept of a multiverse. Like do 4 types of dimensions with their own setting. All rather small for developmental reasons and they could expand as like towns or something.

You could have a Forest/Overgrown city/dimension, underwater dimension, stone age dimension and a "19th centuary london" kind of city/dimension. You can wright some back stories on each dimension and have all of the npcs(characters) return in all of the dimensions but in other lives.

You can simply link them all by quests and make the server revolve about Questing in diffrent dimensions. You could have baddies in each dimension wich match the scenery. You could do it withouth "rpg stats" so leveling. But with something like for everything the player kills items are drops. Depending on how rich the player is he/she can buy better items.

For server expansions you could release a new dimension over time or something alike.

Anyhow I know that this isn't a "classic" genre but making a "classic" server is such a dumb thing. I mean graal is just a "game" engine. People should stop using default stuff and take a leap into the unkown. If you'd actualy manage to make a server like it could be a bit success.

Anyhow if you might do a server look into the more developed kind of games such as Ragnarok, a nice style and the diffrent "genres/towns" inside of it all match.
Codein you could do better than the "easy" classic stuff >.<
