Maybe bringing more things players would need inorder to do things to the island besides just materials for building their house would draw players to the islands. Like make it so maps are everywhere and there are more lords which spawn on differnt kingdom islands. That would give me enough initiative to ride my ass over to an island and dig up a staircase leading to a brutal.
