You have to deal with the blur, edit it to make it not blurry. The rotation just gives you guidelines for rotating...

Notice that my rotations aren't perfect. They'll look a little messy, but if you want more accurate rotations, get the demo for the newest version of Paintshop Pro. When you wanna rotate, make sure that you have a limited pallet or it'll make it blur when you rotate.
