That would essentially leave no way whatsoever to effectively level past level...lets say...25. This those who are already high in mental level would have even more of a monopoly over high mental leveled abilities then they already do, since there would be pretty much no hope for anyone to ever reach that high. Obviously, once one reaches the level to make DoPV they could level, but the amount of time it would take everyone to get there would be ridiculous. |
