No, those two tiles are probably slightly different for a reason. There are quite a few tiles that have similar (but not exact) looking neighbors, but they each server their own purpose... Especially when it comes to cliff tiles.

Uhh.. actually, it is a double tile, but fixing one so that you could make it so it tiles smoother wouldn't make it look like a tile error in any case that you use it. That's my point. I edited it in my own pics1.png, that's what you're seeing.
